I think he's very narcistic and his own person, no proof that he's playing for the other team.
Since we don't know his back story, we can't really figure out why he is like this, I assume its cause he's royalty. I'm pretty sure it was confirmed somewhere that he was royalty. If he's wearing funny looking clothing, you can't just jump to the conclusion that he is "playing for the other team", it would be like anyone assuming that Piccolo was a Muslim cause he wears a turban. Most of those people on DBZ dress funny, and you have remember that none of these are of the human race, at least our human race, cause I wouldn't even consider Bulma or Chichi a human like us, more like a human-like type of human that evolved on another planet. Its a different culture in DBZ when people dress funny, Zarbon is not a human, he is an alien that kind of looks like a human, but probably wears those colorful colors of his to represent that he is high status of some kind, more like when kings of our planet used to wear purple or dress way more different.
Consider that if Zarbon's surrounded by other alien species, why would he want to transform into that other form of his? Why would he want to scare people off when he can just use that form for self-defense only. He knows how scary looking it is, he's probably been judged by other species around him, and I think its actually smart that he doesn't go around transforming into that other form of his, because it would be a disaster. I also noticed that he's a lot smarter than the rest of Frieza's solders, and maybe he doesn't have any closer friends, cause Dodoria is dumber than heck (from what I have seen him act like, he is just more out for the fun of killing than doing it just because Frieza wants him to), the Ginyu Force act like they are either on steroids or are naturally hyperactive, and Vegeta has a very nasty personality himself even though he too is a Prince.
Its probably for the best if Zarbon keeps to himself, because if he was the other kind of narcissist then that would not be a good thing.
Maybe he doesn't have anyone else to share his world with, I know its just fiction and you just can't look to much into it, but maybe he doesn't have someone his own species to screw around with or can't find a nice girl to settle down with because maybe most of the people he's surrounded by are way off his friend and love interest radar.
