Rocky kicked his life off as a totally average daughter in a family of 3 siblings. Maybe he was a little unmotivated--lazy, even--but perfectly content being this way, not really picking up much interest in the league or professional battling in general. By the time he hit adolescence, he had already made up his mind that he'd rather just surround himself with a bunch of cute Pokemon and they could all just lounge around and live an easy, casual life: the only problem being that his parents felt the complete opposite way, prioritizing Pokemon training first so their children would grow to be responsible and active, and encouraged him and his 2 other siblings to think the same. Being the middle child, he had some pressure coming from both sides, from following the lead of his older brother to being a "good example" to his little sister. Yuck.
As time progressed, it was very clear that Rocky kind of sucked at battling. Both of his siblings were on track to become well-established trainers, the oldest of the three improving fast and strong, and Rocky grew to be terribly jealous despite his initial nonchalance in the beginning. He had very little connection with his Pokemon, which were bestowed to him from his parents, and the feelings were reciprocated when they hardly listened to his instructions. By his mid-teens, Rocky felt embarrassed that he couldn't bond with his team when it was of high importance to the rest of the family...embarrassment turned to resentment, which turned to anger, and Rocky entered a new phase of his life: he decided he was everyone's rival, and everyone was his. He was going to be that guy--trash talking, always challenging trainers, and making sure every teen his age knew he was going to be on top and beat the league ten times before they could once. If he couldn't make it, he could sure fake it!
...Which didn't really work either. Even with the shift in attitude, he still had no idea what he was doing. When he was everyone's rival, everyone else had to beat him in order to progress with their story, while his story was shaping up to be "the punching bag that stopped fellow teenagers in the middle of a road to demand a Pokemon battle and lose so they could carry on with their day". With increasing insistence from his parents to change his ways and watching his older brother especially climb his way to glory, tensions were at an all-time high in the household. At age 18, he had a moment of clarity and suddenly left home one night, entrusting all of his Pokemon to the care of his siblings as he knew it wasn't his team's fault that they were simply not a match for him. He's had occasional contact with his family since, but caught wind of Team Zephyr's goals at some point and accidentally found their cause super appealing, so...oops?? That wasn't going to be mentioned any time soon.
In current times, Rocky is working for Zephyr: as he grew into an adult, he dropped the moody phase and looks back on his actions in mild disdain (the kind of disdain that keeps him awake at 3 AM with cringy memories). Shortly after he left Dracmount, he took some time for self-discovery and settled into a state of being a little happier with himself as he transitioned from female to male--even if he no longer goes out of his way to antagonize other trainers, he still holds similar ideals and feels as though the existence and region-wide influence of the Pokemon League puts a certain pressure on children and rising trainers, and maybe wouldn't mind if it fell at the hands of who he pledged his allegiance to (he's still a little jealous of being a bystander to successful trainers and their victories, after all.) As controversial as the shadow virus is, he made his choice, and now he's turning the other way...so he could maybe work on that dream of his again.

- At the tender age of 11, his right eye was poked with a pencil after he threw it to get it to stick to the ceiling. He is very embarassed by the stupidity of the incident to this day and it's ambiguous whether he actually needs the eyepatch or not
