The answer: Raven. For three reasons...

1. Shifter seems to only be flirting with him to egg on her competition.

2. Terra used him twice in the source material.

3. Raven and Beast Boy are current comic canon and what canon dictates goes whenever a show based around that continuity is pitched.

No, they don't.  If you're judging Gar/Rae based on TTG making the Titans into selfish, lazy, uncaring, irresponsible, disrespectful, and overall unlikable characters, that show was intentionally made with "stupid" comedy in mind and exists purely to shill the Super-Deformed/chibi toys and play sets. In the original comics before the New 52, Terra (real name: Tara Markov) was created solely to be a shock value plot device whereby she was a conniving, manipulative, self-centered EVIL bitch (so, TTG got one characterization right, after all, though that doesn't excuse the series' creators for butchering the other's personalities) who never loved the changeling, had a personal vendetta against Raven ("Indeed, Tara sought to destroy Raven utterly if given the chance" is taken verbatim from The Judas Contract, the story arc involving deceitful betrayal and self-destruction as far as Terra goes, which both the 2003-2006 Teen Titans cartoon's second season and "Terra-rized" of TTG each loosely adapted for animation), and was in a canonically legitimate "unhinged jail bait romances creepy pedophile" sexual relationship with Slade Wilson, alias Deathstroke the Terminator (regardless, and perhaps even in spite of, the big age gap of her being a 14 to 16 year old chain-smoking earth bender and he being a white-haired genius mercenary over 50 years old with super serum-enhanced abilities). Meanwhile, despite her paternal demonic heritage, Raven always has strove to be good and, as a super heroine, do good deeds and properly represent "truth, justice...and the last slice of pizza" to borrow the marketing tagline of the 2003 to 2006 cartoon. Throughout 2003-2011 as part of the ongoing source material comic book, Raven and shape-shifter Beast Boy (real name: Garfield Mark Logan) had a budding romance that was consistently tested by Raven's revolving door of unwittingly turning evil via her father's influence and the coaxing of her sinful half-brothers, by Terra resurfacing as Terra II (the GOOD version of Terra, who was quickly condemned to death when writers enamored with the original Terra despite her rotten core tried to claim Terra II was Terra 1 with her past memories suppressed; This backstory was used for the cartoon Terra, as per the show's last episode "Things Change" and wrapped up in the Terra-focused issues of the 2003-2008 TTG comics that adapted the 2003 to 2006 cartoon), Terra 3 (Atlee, a brunette with earth-manipulating powers who doesn't join the Teen Titans due to being aware of her predecessor's history) and lastly, a Black Lantern zombie amalgamation of all 3 previous Terra's (who, upon reconstructing its form to resemble Terra once more after Beast Boy tore her in half, was ultimately turned into a living statue [not unlike the cartoon] before said statue was crushed to bits by Terra's brother Brion, alias Geo-Force), and by Raven's own rightfully fearful insecurity about being a good girlfriend as it correlates to her demonic side (she was afraid that her inner darkness would once again unjustly rape Beast Boy to turn him into a creature that was only able to morph into other satanic monsters at her behest, just as it had done in the 1980's comics as part of the Trigon Seed infestation storyline, and if not that, then Raven feared that the evil within might also cause great harm to her green beau by physically and.or psychologically attacking him in some way)...But before the reboot, Gar/Rae rekindled their romantic spark to be the last endgame comic canon couple of the original comic timeline.
