I think, it's mostly because Himapapa never came out with clean designs for her? Or most of the Nordics save Sweden, if you check out Volume 4's omake you'll see that the Nordics and the Turkey + Greece + Egypt combi are just really rough sketchwork while the Axis and Allies get full colored pieces. So most people just assume it's not really canon, I think, and go with their own designs. ; v ;

hmm, that could be a reason. Thought I often just use those sketches and just use the colours that the official have ones have because there just sketches.
