Personality:
Astraea is known for her justice orientation, treating her subjects by being the neutral party. She highly considers it best to not grow fond of anyone so she can keep her justice pure. However, she quite enjoys the company of her advisers, as she does get lonely often. It is only around those few people she trusts that she loosens up and is more sociable. Her calm personality also allows her to make her decisions more clear and tends to resort to more serious methods when things get dangerous. However, she remains to keep herself rather mysterious as the stars in the sky when it comes to others she isn't familiar with. However, she seems rather cold and doesn't easily recognize and understand emotions, as well as difficulty expressing her own emotions.

History:
Astraea was born one night during a meteor shower, appearing from a meteor that fell to the earth of the world after it split open. Even now she claims she was born of the constellation Draco. She looked the age of a five year old girl at the time. Shortly after her “birth”, the Weaver of Fate found her and raised her as her own. The young Astral Dragon girl then continued to learn her powers and was taught by the spider puppet.
At one point in her early adulthood, the past ruler fell ill. Astraea was one of many who attempted to become the next ruler of Weisteria. However, it was Astraea's abilities that topped the rest. Astraea then arose as queen and has been its ruler ever since.
Weaknesses and Strengths:
Astraea, other than her wishes, has other strengths. She is able to create little stars (usually the size of her hand) and throws them, which they explode on contact with something. She is also able to fly as easily as a dragon. She is also to maintain level headed in a fight. She can also use force fields as protection as well; but these shields can be broken with enough force.
She is also able to project her conscious to another place in the dimension, created a ghostly form of herself there that won't physically harm her in that state.
However, even she has weaknesses. Her Astral Projection ability does leave her unguarded while using it and waking her up will bring her mind back to her body. A harsh wound on her wings could render her from flying and focus is needed when she is using her magic.
Deals:
Astraea is known for making wishes, meaning she isn't limited to what she can do. However, her end of the deals are to be of equal value you are given, just as any other. They can be as diverse as the wish could be. So if you wish for something grand, expect the more treasured thing you own to be taken from you in some way.
However, it seems that for this tournament, she is giving out a single special deal that allows someone to make a wish with nothing in return...
The Original Wishing Star:
A special jewel she's had from the moment she came to this world. It is jewel that directly connects Astraea to her constellation. With the Wishing Star, she is able to make more higher stake deals (resurrection, curing cures, etc). It is a powerful item that seems to respond to only her. However, she keeps it safe just in case anything happens to it.
Other Info: Astraea cannot leave the dimension physically, and is most powerful in the center of the world, in her domain. Her role as queen is an important one, as the ruler helps the world remain intact and acts as the "Glue" to the world. She mainly keep the magic energy as calm and steady and keeps the mainly areas from splitting it up.

Yep, she wasn't a dragon to begin with.... So she changed drastically.
"OCTs, or "Original Character Tournaments" are contests held here on deviantart in which you can pit your original characters against other people's characters in a comic-style battle-royale. To put it simply, it's a cross between an art competition and a storytelling contest.
OCTs can be hosted on someone's account, or they can have a tournament account of their own. OCTs are usually open to anyone with a deviantart account, although some are invite only. Information about who is eligible to audition will usually be clearly stated somewhere in the account journal."

Dragons yay.~
It's really fun to see just how much a character changes in order to become what they're meant to be.
Oh my, a battle-royale... sounds kinda scary, I wouldn't want any of my creations to get hurt.
But then again, all of my characters pride themselves in being overpowered, so... I dunno. I'll probably just leave the concept alone, but I can understand the appeal to an extent.
