I'd suggest a really heavy foundation. It would minimize the freckles and create a much smoother canvas on which to apply the rest of the makeup. If she's really serious, a Ben Nye makeup kit would do an excellent job, just so long as she doesn't plan to wear it for extended (8hrs+) periods of time, since Ben Nye is oil-based makeup and can cause breakouts.

She is very particular on her make and she usually wears it for cons for over 8 hours.

If she doesn't mind the potential break out, then Ben Nye is the very best stage makeup and is heavy enough to mask the freckles without looking awkward.
