So for context, this scene here takes place after these Two Events:

Too Much Power To Handle

Brother vs Sister: Kale's Power Unleashed!

In which Broly's Sister Kale, lost control of her Legendary Saiyan Form and went on a rampage, that had to be stopped by Broly reaching his own Legendary State and taking the battle out of the city and into a desert, the two battled it out until Broly was finally able to reach his sister with help from her best friend Caulifla.

And who better to show up not long after and complain about this than Amanda Waller, whose having a rather intense argument with Captain America over this whole thing.

That's pretty much all I got for this idea.

And yes in My Shared Crossover Universe, The Guardian-Verse, which also serves as a massive AU for many franchises you're familiar with, Broly and Kale are brother and sister in said SCU.
