hes actualy called nooseman. its a dead c.o. that was cut from the waist down skinned alive and hanged (not in that order) by disgruntled inmates outraged by the cave in deaths of fellow inmates forced to work in the carnate mines

Oh my god! <33 Finally I find someone not by searching who drew stuff from Suffering!~ (Sorry, very excited right now) It's so disgusting looking, but in a very good way.
I hate the Noose guys. I really really hate them. But only in a way when I'm playing the game and they drop from the ceiling and choke me. And it's even worse when there are a bunch in one room...

The horrid revenge on the five prison guards who allowed the inmates to die in a quarry cave in was met with the most barberic manner. The Nooseman now strings up the lives of anyone around them to make others share their pain...
