Story:
Victor Matsuoka was an ordinary high school student, on the verge of graduation, until one day, he went into this store and bought a very interestingly new jacket. But what he did not realize is that it was really a map of the multiverse. He is also given the powers of flight, enhanced strength, dimensional transportation and altered vision which allows him to look for signs of crime around any corner. When he is exploring the other universes, he is shown a vision of a calamity that is to befall the multiverse. Villains from across the dimensions unite to form the Syndicate, including Prof. Calamitous, Vlad Plasmius, Dezille Crocker, Anti-Cosmo, Foop, Remy Buxaplenty/Baron Skorn, Nega-Chin, Shredder, Plankton, Sartana Of The Dead, D.O.O.M., Dr. Colosso, and others. So, Victor has to gather a group of heroes to aid him in this darkest of hours and combat against these villains. Victor soons gives himself the codename Mr. Cosmic and must gather the various heroes needed to stop the Syndicate before they shatter the entire space-time continum and obliterate the entire universe.

Voice Actor: Christopher Ralph (Tobias from Animorphs)

First Appearance: Totally Spies: Cosmic Crusaders Are So Passe! (story takes place before Fairly Odd Parents: The Magenta Magician)

I based him on the Beyonder, Uatu The Watcher and Starman (Thom Kallor) due to them having cosmic powers, while his outfit is based on Starboy from the Legion Of Super-Heroes.
