I downloaded, and I'm not sure what this file is for. Do you mean I have to download some program called iconart so i can make these icons?

no,no i said just I make this icon with iconart !!!
for use you don't need iconart ! just when you find for change icon ,choose " my matrix.icl "and select one icon you need !
PS:iconart is free program for make icon or cursor !
