I think that Morgana would've made a good queen. She was bitter about being denied the thrown but when she got past all that I think she would've been a good ruler.Also this could either be taken as Merlin willingly serving Morgana, or maybe, like in episode 6, he will be enchanted? Oh no, the angst.

I think she could have been a good queen if her character hadn't been totally and utterly derailed by her sister's evil-making bracelet. (And yes, that is my theory and I'm sticking to it; there's no way she changed that drastically without some sort of magical mind control.)
