I'm late here but she WAS an anti-hero. Now without that big enemy she's pretty much just a villain. She views everyone, even her own people, as shields to keep her from condemnation in the afterlife.

Ehhhh, not quite. She's undead, but mostly she wants to be free and help bring down the bastard who killed her and slaughtered her people. And she's willing to be quite ruthless in order to achieve those goals.
Think of her more as an antihero than villain. Not particularly nice but not outright evil either.

In the end, she just causes suffering and destruction in the world, even though she fights to survive or with other rational justification. In the case of an anti-hero, they're immoral but they often get put in plots where they help other characters or the world at large. Usually, an anti-hero fights someone that is worse than themselves, so the audience ends up sympathizing with the antihero. Sylvanas fights characters that aren't necessarily more evil than her - Arthas is about nearly as justified as Sylvanas IMO. However, Arthas is more of a straight villain; he clearly states his maniacal goals, whereas Sylvanas fights for a certain 'good', but also manipulates things to her own ends as well.

And as you said, she fights against Arthas who is a straight up villain. Arthas has: sold his soul to the Burning Legion, killed his father in cold blood, murdered his mentor, murdered his former lover's mentor, betrayed everyone who has ever helped him, corrupted the high elves' Sunwell and by extension turned destroyed their homeland, and turned virtually the entirety of his own homeland into a blighted wasteland infested with ghouls and abominations. Assholes don't come much bigger than that.
By contrast Sylvanas is very much a victim of Arthas' douche rampage. She was the ranger general tasked with defending her home land from Arthas' undead scourge and even succeeded in slowing him down for a time. And instead of being granted a quick death she's resurrected as an undead monster.
Yet despite that, at the first chance she gets once she becomes free she tries and almost succeeds at killing Arthas and frankly if she'd succeeded the world would have been a better place. And after that she assumes control of the undead in Plague Lands and keeps them in rein rather than rampaging. So for all intents and purposes she stopped the undead from taking over the entire continent, offered her strength to take down possibly the world's biggest asshole, and provides a home for those who are afflicted with undeath and have no way of turning back. So at best she uses whatever means at her disposal to take down an actual global threat and most of the rest of the time is content just to do her own thing away from everyone else.

Well no, she sells the undead on the idea that they can be free if she remains their queen. There's a catch to signaling virtue. I take her as an anti-villain. The way I took her character, she really wants power for herself, if you play through her TFT missions again, I don't think she has a very good opinion of Varamathras or other contenders to the throne of the undercity (or lordaeron or whatever it's called).

That's because the reason why she had a low opinion of Varamathras and the other demons who once served the Burning Legion is because the Burning Legion was directly responsible for creating the Scourge in the first place. Which means they were also the ones responsible for Arthas and by extension the destruction of her homeland. And don't forget that the Burning Legion was hellbent on re-enslaving Sylvanas' faction and destroying Sylvanas herself. By contrast Sylvanas was willing to do whatever it took to stop that from happening, including making peace with the Alliance.
An anti-Hero is someone who is willing to do morally grey things for what they believe is a greater good. Under her leadership her undead have mostly ceased their attacks on the living and she's helped the living against multiple world ending threats in the way of Burning Legion and Arthas' northern scourge. She uses guile and deception but through guile and deception she almost managed to finish the worst undead asshole the world had ever seen and she eliminated some of the last of the demonic Nathrezim in Lordaeron.
Sylvanas is by no means a "good" person, at least not anymore. But to dismiss her as "evil?" Naw.

Okay, she's an anti-villain because she seems passably good, except that if the heroes of the story were there, she would oppose them. I was trying to explain why you didn't understand the term anti-villain, since it doesn't mean 'villain'. It's a tvtropes term. You say "if the heroes of the story were there, she would oppose them" but there's your problem. She IS a hero, just of her own story. Her morality is gray but on numerous occasions she has exhibited heroic traits, such as using cunning and skill to help stop threats to the world itself. A tragic hero yes, but no less heroic than say Hercules or Achilles.
"Is she evil?" The answer, as we've proven, is debatable.

Really if there's anything to be learned from this debate is that the terms "anti-hero" and "anti-villain" are almost meaningless these days. Because everything you said was right. And everything I said was also right. Yet if you look closely at Sylvanas' character, what we both said about her are not exclusive. She is both a hero who overcame great odds to bring about the end of the man who slaughtered her people and she is a colossal douche who screws over people who aren't aligned with her interests.
And if that irritates you, keep in mind you were the one who opened this debate in the first place. I merely provided the counter argument.
