First thing: I chose this deviation because of its impact. The dark colors with the light colorful parts could catch my attention immediately and they make it look absolutely stunning in the small view. And it could even keep that quite well when I clicked on it and zoomed in, so it definitely deserves a very high rating at the impact section.
Concerning its originality I would again set a high rating. This dragon has a great recognition value I'd say. It's not a 'usual' design as it can be seen everywhere around dA, it's unique.
Coming to the technique, I think it's very hard to judge something like that. How do I do that? Of course there is always someone with better skills, so a comparison might not be very useful. Instead I'll better try to find weaknesses and strengths at your own skills. Improvement is what a critique if for after all.

I think you got some awesome details especially around the head and with its hair. All these patterns on its wings and its skin are really good. You seem to become a little less detailed at its feet at the bottom of the picture. The pencil lines are less tidy than above, the grey parts of the paws look rougher.
In addition to this the shading/light could also be stronger at these yellow scales on its stomach in that area, especially the light. But you were dealing very good with this around the blue glowing stones. So it more looks like you got a little 'unsteady' at the end of the drawing maybe? Your background is mostly only a grey noisy surface, but I don't think this should be much more anyway. You are presenting a character so this is what the view should be focused on. You might hint a little more of a background and an environment, but this is alright. Furthermore the light background is very good to bring out more of the dragons's colors.
The vision? This is what dA says: "Does the artwork present or reflect a point of view, theme or idea?" Well, I think every artwork has some kind of idea within it. How could it have been drawn otherwise? I guess this is more about how well you might have visualized the things inside your head.
And again, I'd say you did a very good job. You see much of the dragon, but not everything. Enough to see all the important characteristics, and little enough to make the viewer think about the rest of its body and still it fills up a nice amount of the sheet. Besides you captured this creature in its movement.
All of this together makes a very vivid and vigorous dragon in an interesting scene.
And all in all: a really great work, I'd like to see more of you beautiful art!

Oh, no problem at all!
I usually got the exact same problem. As soon as I'm close to the end I lose my patience. IΒ found out it sometimes helps that I keep the last steps for the next day. It can be hard because I actually want it to be done, but I can work much better then. Maybe it works for you, too.
If you got the impression that your English is not very good, the best way to improve it is using it no one would be mad at you here on dA for making mistakes
but it really does a lot for your English skills
