It's a traditional style of underwear! The red colour is supposed to repel disease. And it does look a little scary on a big wide man like Jinbe, but that's what makes it funny.

Hancock (and Law) stand 6'3", which is unusually tall for a woman and decently tall for a man, but still tiny next to Crocodile, (8'3") Jinbe (9'10") Doflamingo, (10') Kuma (22'6") and Moria (22'7"). Mihawk is 6'5", and he also looks puny next to his cohorts.

I didn't worry about making them too scale in this, or I would have lost too much detail in order to fit the two demi-giants into the last frame.

10 foot are you serious?! How the f*** are they that tall?! And I'm noticing it's not just them, guys like Whitebeard the Admirals, Brook, why are they so freakishly tall?!

Some One Piece characters just seem to be abnormally tall. Blackbeard and his main crew are all in the 10-foot range, and several of Franky's cronies in Water Seven were 20-footers. Considering that demonlike characters like Moria and Magellan (and even weirder guys like Fukuro) are accepted as human beings, I think that Oda just likes making some of his characters supernaturally big or weird-looking.

Hahaha, that's without a doubt xD I mean, I thought Fukuro would have a Devil Fruit power judging by that zip on his mouth. Turns out he wasn't a Devil Fruit user and just had it for kicks xD

And all the Strawhats except Big Chopper, Franky and Brook are normal human sized xD (Though, at least Franky has a reason, since he's a cyborg and therefore dictates what happens to his body xD

I figured that he probably hangs out on the beach a lot anyways, given his "tropical" theme, so he wouldn't find it depressing.
