I initially shipped Turbo and Whiplash, but... I don't know. It doesn't work so great all the time. I ship Burn an Chet, but I think Burn could do better.
What I like about these two is that it's like... a little evident that Skid has a bit of a crush on Turbo. Like I don't care that Turbo was dressed like a girl, Skid still knew who he was flirting with.
And then I love how Turbo is like the only one in F.A.S.T. that cares at least a little bit about Skid; whether he's just being a good friend or not.They're cute together! Hah, and it's not REALLY slash since they're both snails and technically hermaphrodites, so...
But I don't like the "canon" couple name "Turd Mark," so I'mma call them "Skidbo!"

Well, how I see it is, at least in the show, Turbo acts as a caring friend that always defends Skid's antics and goes along with what Skid Mark is up to when no one else will. That to me reads as somewhat feminine responses to what Skid Mark does, and that makes me feel like he's more the "girl" in the relationship.
Or if you were asking about the episode "Chet Gets Burned," I think they just tried to make a funny like in older cartoons where a guy dresses and acts like a girl. Like Bugs Bunny does!

For some reason, I always think of Skidmark as a Blue Sky character rather
than a Dreamworks character.

Well, Burn dumps Chet and starts going out with Skidmark. Turbo tries to cheer up Chet by taking him outside where they see Burn and Skid together, and Burn basically makes fun of Chet for not having a girlfriend. At which point the brothers make up a girlfriend for Chet, which is really just Turbo with a wig and pink shell (They called her "Girlfriend McHottipants"). They go to like a carnival thing, and when Chet gives up and wants to talk to Burn (who's on the ferris wheel with Skid), Turbo switches the boys' positions. That's when Skid says (because Turbo is still dressed like a girl) "Well, hello McHottipants!" Turbo says "Skid, it's Turbo!" And Skid says "Well alright, Turbo McHottipants!" and Turbo just gets confused. X)
