She was in Nick Wilde's flashback. When he was young. Though they never show what her face look like. So I went and design what her face may look like in my style.

Since Mrs. Wilde's face was never seen in the original Zootopia with no voice actress, maybe her face could be revealed in the sequel as well as a voice actress for her. My guesses are Laurie Metcalf and Sherry Stringfield. I know Laurie Metcalf already plays a mom in the Toy Story film series, but it's just one of my guesses. As for Sherry Stringfield, She might be a good choice for Mrs. Wilde. If anyone disagrees with these actresses, let me know what are your other voice actress choices to play Mrs. Wilde in Zootopia 2.
