She looks like April O'Neil to me(the older April from the 2007 movie) so, here goes the scenario:
Casey and April are finally back from their honeymoon (preluded in the '07 commentary), and the turtles come to see their red-headed friend. But when she comes out to greet them, they can only stare.
When she asks them what's up, they say: "You let your hair grow..!"
And she says: "Oof! Guys-!" -she shakes her head- "Seriously??"

The only thing I can come up with is for the first speech sequence. To me she looks like she's starting off with "I hope" and the last after she shakes her head I see an "if" or maybe "forget it"
