It looks like the blue-grey pieces throughout the body of the cosplayer are painted that color, since you can see the belly button, but the black markings across her chest appear to be some sort of super-fitted spandex or Lycra, or maybe even stuff faux leather based on the shiny texture.
Now, obviously I can't be sure since I've never cosplayed Midna in this form and never will (I'm too short), but that's what it looks like to me.

Actually, It's very thin see-through fabric I dyed to match my makeup color. Β It holds the black parts together.

I can't tell how she did it, but I use markers for clothing :3
