I'm still confuse whether or not Sans assumed the throne in one of the neutral endings.
I'd like to think that he did, but doing so would bring him to a spiraling downfall with all the responsibilities that has fallen onto his shoulders.
He's not ready for it, but he has no choice. He has to live on but...
He's hopeless, everyone else is hopeless. It's just too sad.

Regarding genocide, Sans wouldn't be able to assume the throne since Asgore is still alive. You wouldn't be able to reach him if you don't get past Sans. Unless Sans does not show up at the final corridor. Hehe.

I know XD I was just telling it wold be a cool possibility as many fans made such AUs and there is a epic animation where Frisk gives their soul to Sans top stop Chara so I love the possibility or Sans stopping to play lazy *u*
