This is a grand moment -- a transition from traditional art to digital. I love your traditional art since you make it so beautifully and its now rare to see that style with Anime drawings. But it also helps to learn CG art too, so I applaud you for trying [and very well too]! ^__^
I'll talk a little more about its successes, and also its minor shortcomings (mainly the eyes) which you can definitely do something about with a few quick techniques. ^.^

Let me give you the quick Strengths and Weaknesses of your first CG drawing! ^__^
Strengths:
=========
Background: surprised you hate your backgroud, I thought it was your fine part! Its rich in detail and vibrant, and sets the mood of this test beautifully! ^.^
Uniform: folding and shading on it is top-notch, and because it's done with CG the details are sharper and crisper than earlier works! ^^
Hair: same for the hair, the shadig and precise lineart makes this detail of her very nice. ^^
Weaknesses:
==========
Gloss; Gloss over her hair is a little too thin. Making it a little thicker would give a nicer gloss effect. ^___^
Eyes: Using radial gradients for her eye gleams, even though it's possible in CG, is not recommended since it makes the gleam too artificial. Keeping these as white circles (with maybe just a little white haze around them) is better. Also, he pupil on her left eye should be shifted more to her right.
Face: From that angle and based on the placement of her chin, I think her nose, mouth and right eye could be nudged a little more to the right (your right). This will make her face look flawless I think. ^^b
Keep in mind the "weaknesses" are not very severe -- overall this is a great drawing! And while I don't want to see your traditional art disappear, I'm glad to know your CG work will also be awesome! ^-^b
