Working on an entry for the RNG show, I figured I'd capture my process since I have been asked about it! Any questions, I'll do my best to answer, but if they're specific to your program then i may not be able to answer

Those with MangaStudio or Clip Studio Paint, I created my own brush to make the fluffy look of the clouds using the textured pen base - these are the setting if you want to use it:

Brush size settings:
Pen pressure [min value: 39]
Tilt [min value: 64]
Random [min value: 9]
Opacity settings:
Opacity: 100%
Pen pressure [min value: 67]
Random [min value: 28]
Anti-alias: 3
Stabilization: 1
Brush stroke: 1
