his old design was built for Starfleet by Vulcan Yards for Scientific and survey missions. Its two phaser emitters are installed for scientific purposes (like cutting through planetary crusts to relieve tectonis pressure), they are not ment for combat purposes, although they can be modified to be used in self defense only.

Over a hundred and fourty were constructed and were usually been deployed in frontier sectors. However both Surak and Oberth class ships were been retired in favour of more advanced Tzinski class survey ships and Nova class science ships. Around fourty five still exists with civilian science centers like Daystrom Institue, Regulus Science Academy and Vulcan Science Academy. There can be few dozen more in service with various other civilan groups and even few owned by some sicentists for private purposes.
