There is an Author to our lives and He gives us the freewill to chose. To choose to Love or choose to hate. To do Good or do bad. To give or to take. To receive or to repel. It's all up to us.....
But He gives us the freewill to choose... and the freewill to choose His guidance as well...
He's in control... But we have to choose His will or ours...

I think its more like he tried to talk to Papyrus and it didn't work out so well and now he can't talk to Papyrus at all. It probably has something to do with his mentaliy. Before he was upset but still willing to try but here he doesn't think it matters and he doesn't know what to do.
