As I said in the last one I hated to break this scene in half since it’s meant to be a self-contained scene. But I didn’t really have a lot of options, you see how long it got!

Been a while since we’ve seen someone get their arm broken or thrown violently into a wall . What goes around comes aroooound (in the face!)
Papyrus is glowing his eyes for Gaster - it’s his normal orange-y with a bit of purple. Usually purple is fear, but in different contexts it can also be a call to be brave.
Speaking in caps makes it hard to discern between love and LOVE, huh.
You thought Papyrus having googly eye blasters was a joke BUT NOW I'M COMMITTED

What was Gaster doing exactly that made this happen? Basically, he made a list of IDF weakpoints using the information he got from the brothers' TML files , then he set up something like a magic sonar to try and see through a weakpoint to the other side without opening it. He used the brothers as a power source/guide for it, possibly using principles from this - you can see them holding hands (which increases their magic output ) over a specialized hand-reader in the last one like the ones around the lab . He definitely did not think something like this would happen.

As for the strange tar creature itself, here are some things to consider:

-Gaster mentioned in his initial warnings about IDF that weakpoints could lead to other points in time as well as space or other dimensions.

-It knows who he is, how he made the brothers, what will happen to him, where he’s going, and the effect that will eventually have on the timeline, even though at this point in time, Gaster has no idea who it is.

-The only ones in the game that remember Gaster after he’s erased are his followers, all of whom do not exist until a certain value (Fun) is changed that brings them into existence. When that value is changed again, they disappear. They all talk about him in the third person, although that doesn’t preclude them possibly being pieces of his consciousness, since they say he was shattered. Anything related to Gaster himself after he’s erased (his theme song, his journal entry, the two sprites that might be him) also require changing values to exist.

-Sometimes in games, when you try to create something from a data value that doesn’t or shouldn’t normally exist or has been altered in some way, the game will try to create something out of things that do exist, resulting in strange, glitchy mishmashes of random sprites and tiles. Pokemon Red/Blue is a good example of this (our good friend MissingNo), as are the Metroid II secret worlds .

-An outsider unrestricted by the normal laws of life and death and time that toys with the weak out of boredom or curiousity... you could call it an anomaly.

-Fatigue and Fun both start with F.

Meanwhile, Papyrus' face in the same frame is just the best.  That little smile. :3 You can tell he's reading between the lines instead of taking Gaster at face value. He understands Gaster's coded way of saying he cares about their lives.

absolutely incredible. you're so damn good at making these comics full of suspense and really interesting to read. if you're ever considering trying out your own webcomic someday, I think it'd be amazing

Far out that went well then. And by well I mean none of them died, the least that happened was Gaster got the crap beaten out of him (possibly a hell of a lot of Karma stuck into a few moments comic time perhaps?) and a broken arm but he's still standing. 

This is why you don't play with weird portals and whatnot Gaster, giant, deathless tar monsters appear. Man I love that thing, so cryptic and creepy. Wonder how gaster's going to react when he has time to replay all that in his head later on, y'know, with his already crumbling emotional and mental state?

Who in the Dreemur family could get hold of such power and accept to keep existing despite how edgy he's being with all the hyperdeath crap?

So that tar monster is basically a player, right? You call it an anomaly in the notes, but the description you give is basically describing a player. Someone or something coming from beyond the scope of the game itself (the timeline/dimension) and interfering with a "lesser" world. (Note that I don't mean Chara or Frisk, but the actual player.)
The monster mentions in the previous comic how this "plane is nicely physical" which implies it has experienced both corporeal and incorporeal realms. So then, taking into account your mention of bugs and coding in the notes as well, incorporeal could be assumed to be the game's code. This implies the tar monster is itself exists within the "code" of the game/world. Gaster is essentially messing with saves files, and because of that, bugged out his "game" bringing a monster that a) isn't supposed to show up in the game at all, but does when "impossible" conditions are met, and b) isn't supposed to show up at this time, which means Gaster's experiment pulled it from a future save file.

If I had to make a guess, those "impossible" conditions that allow the tar monster to show up, are the existence of two skeletons that are themselves not situated as firmly into the game's code as they ought to be. Essentially, by creating the duo from his own soul, he also inadvertently did the equivalent of changing the "fun" code in the game, which causes the tar monster to have the ability to interact with their world, and then this experiment actually called it forth. 

The tar monster doesn't really exist either, at least not as we comprehend existing. As mentioned in the notes again, it's an existence like Missingo. A place holder existence for something that was never intended and will never be. The possibility for it to exist, or rather it isn't impossible for it to exist, is in the code, but it wasn't actually coded, so when it appeared in the corporeal (the game itself) world, it had to manifest as something that can be understood. But I don't think Sans and Papyrus have really ever seen any other monsters, so it could only show as a skeleton-thing, as those are only...files that the two skeletons have access to. Also, it seems rather fascinated with Gaster, possibly because Gaster will share its fate, meaning Gaster's actions actually erase himself from the game, from the very code itself, leaving nothing but an empty space to be filled, and when the player attempts to find what fills that gap, the game cobbles together what it can to recreate some sembelance of something that "no longer exists, if it ever even did." The tar monster is a stand-in for a non-existant player, whereas Gaster is attempting to become a player.

Well this all just my speculation, and I'm sure most of it is wrong. Still, there's a lot of info in these last two pages. A LOT.

TD;DR: Gaster broke things. Gaster broke things badly.

sounds about right to me, though i don't think it was the creation of the brothers that altered the fun values. i think it's gaster trying to peer beyond that's changing the values.

this thing is acting more like a player than anything in the game, it's acting like the big bad all-knowing overlord, which isn't too different from a player on a second run.

Quite a big Karma for Gaster, considering how Papyrus went through something like that as well. Broken arm and tossed to the wall like that.

Aside from that, San is one clever skeleton to actually figure out how to close the rift, even if it took him a while to get it done.

Well I think that panel "Was it worth it?" with Gasters skull in view confirms my suspicions on the last upload:
Mr. Blobby is an anomaly created by the monsters whom have disappeared in the core; only he seems to be from the future as well since Gaster is in there.
I'm still uncertai as to what connection a lost soul dump would have with time, but it probably has something to do with *how* the monsters are removed from existence rather than the simple fact that they are.
