Oh yeah, eyeglowing for a skele is a comforting gesture , I forgot that it's been a long time since we've seen someone glow , haha.

I'm sure that he wasn't trying to be creepy. It's likely that he heard Asgore having a nightmare &, being a skeleton that relies on the glowing of their eyes to help them with their emotions & how the brothers find comfort in glowing for each other, Papy probably started glowing on instinct to try & help Fluffybuns feel better. It likely didn't even cross his mind that if the big guy were to wake up & see him there just staring at him (I've noticed in several of Zarla's comics that keeping direct eye contact, specifically, while glowing seems to be part of how Skeletons sooth each other) in the dark with glowing eyes, it'd scare him & VERY much creep him out.
Not too sure why he could remember Gaster in his dreams, though. Is it possible that it was a result of being in contact with Skeleton Magic, thus allowing some piece of Gaster's psyche to contact Asgore's subconscious through the dreamscape? Maybe he was erased from their conscious memory, but not their subconscious, so it's easier to contact people via dreams. After all, it's where the memories that you can't remember lie in wait & continue to influence you.
Then, again, that'd imply that Pap had been there since before the dream, so maybe not... Either way, this is a VERY interesting concept.

Eyeglow is a means of expression for skeletons. It helps them convey emotions. So Paps is doing something that he hopes will comfort Asgore. See here:
