I wonder about where Alphys and Gaster got their doctorates. Like is there a monster university somewhere, or did the King and Queen give it to them, or did they find it in the garbage or steal it off a human's body, who knows.

Not quite. There may be green there, but it doesn't heal you to touch it. It's just a way of indicating that it's safe (and important) to be there. Getting closer to the plane, without getting TOO close. I think something similar happens during the 01 and 02 fight, cleaning off the armor. But my memory's fuzzier there.

It's a very good question. Under modern expectations I assume there's a university in the capital or something, but with the monsters being trapped down there so long it could be a simple title of respect or anything.
