Electrocution for humans hurts and damages us since it fries our nerve endings and can mess up our brain. For skeletons . . . not so much. And since they're treating it as if it wasn't THAT serious, but still Not Good, then . . . hm.
Perhaps for skeletons, electricity would merely singe their bones a little and feel like an a static-schock-sting-WHATEVER all over their bones. So . . . unpleasent, but not overly harmful. Still not good for humans, though.

well, papyrus in-game got shocked by the electric maze and was barely fazed by it, just annoyed that it didn't work.

i don't know if they're affected at all, beyond the initial surprise. because pap ran into the wall, jumped and buzzed, then spun to sans to yell at him, assuming he'd done something to mess with the maze. it's like it didn't register, beyond the actual physical reaction of twitching and buzzing.

i imagine their bodies act similarly to a human's, it's just that they are held together by magic, and thus take no physical damage from things like slight amounts of electricity. i imagine that enough electricity (or magic-based electricity, like within the core's conversion chambers, or what alphys uses to defend you during flowey's attack) could probably do serious damage to them, but i imagine it's like atoms in physics. they hold their electrons when you energize them until you hit a threshold where they can't anymore. so they'd be fine, up until they very suddenly weren't.
because remember, we only ever see two monsters be affected by the environment, royal guard 02 and undyne during the pacifist sparing, and those two are wearing heavy, metallic armour. monsters seem to be mostly fine with environmental hazards, while humans aren't. so that would include things like electricity, heat, cold, etc.
or it's possible it's magic electricity (because that's what the core does) and it's designed to be safe. gaster's clever like that.

All sounds plausible, for sure. It makes me think that magic electricity, while being (mostly) safe, would still give one something similar to an electric shock, or prickling/tingly sensation (in low amounts; as you said with the atoms, fine until they suddenly aren't) to alert them to the fact that there's electricity there. And the feeling would probably be a little different depending on what kind of Monster experiences it.
In addition to, different Monsters having different tolerances.

i'm guessing alphys and mettaton are probably immune to electricity (considering alphys uses lighting to defend you from flowey and mettaton's powered by magic, not circuitry that can short due to overload). undyne would probably get hurt pretty bad even at low amounts, considering she's got actually flesh and muscle for it to affect, plus she's a fish-person, so higher water content.
papyrus and sans are probably on the low end of the threshold, with sans being higher than papyrus due to his fragility. though he'd also never walk into it, considering he can teleport and only walks for show.
i'm willing to bet water-based monsters, like undyne, onionsan or shyren would take the most damage from it (no matter how much undyne blusters about being fine), while the less physical the monster is (say, grillby the fire-man VS papyrus the skeleton) the less it would affect them. with ghosts obviously being immune.
i wonder if flowey's immune? he is grounded, plus he has no soul to take damage.

Well . . . . since I picture him as being part-plant, part monster-dust (no magic, kinda) then he could probably take damage physically without really feeling it. Until his body became too unstable for him to really move or otherwise defend himself, and he'd be dead again.
