What I'm thinking is that Papyrus refused to follow directions, but as Gaster wouldn't actually kill Sans, instead he destroyed the carrier, right in front of Papyrus who looked on in horror. This way Gaster showed Papyrus that if he wouldn't kill to protect his brother, someone else would kill the attacker. And that next time, he couldn't be sure that his brother would survive the attacker's death.
I also have to wonder...what was in that carrier?
Did Gaster just capture a random, small monster, brought it with him to the True Lab in a carrier and then have one of his subjects kill it or kill it himself?

I think he severely injured it, and it passed out, and Gaster thought it was dead, and it eventually died by accident, probably from Gaster throwing away the carrier.

IMO he obviously killed it, previously he's shown no intent on ever even hurting anything, yet in the timeline the game takes place in, he doesn't really mind hurting the Human, hence he's gotten to a LOVE level where hurting people no longer affects him, even if he'd refuse to kill. But that's just me

I thought I understood Gaster's motivation for doing this; his intention is to Free the Underground and providing a solution to where Asgore will never have to kill anyone ever again...
That led me to believe that the purpose of these Determination experiments was to create Monsters whose souls could become strong enough to behave much like Human souls...Effectively, he'd be raising the two of them as lambs for slaughter...
But the real question is...if that's his intent, then why hasn't he just done it already? And more importantly...why is he trying to teach Papyrus how to attack? Is he going to try and use them for weapons?

Could it be possible that Gaster believes that Sans' and Papyrus' personalities were actually inherited from him?
With Sans representing Gaster's hostility and willingness to cause a Level of Violence, and that Papyrus actually might be a part of him that is not willing to fight?
If that's the case then...maybe part of him believes deep down that either Papyrus' pacifism can be broken, or he's actually a hope that his own merciful nature can come back...
It might explain the contrast between the two brothers; why Sans is the smaller and more fragile of the two being the hostile one, and Papyrus being the larger and more durable being the pacifistic one. I think that he's curious as to why that is because - for all he knows - he currently believes that Sans is actually the weaker of the two...
