This is not true, at all, what so ever. Sans' left eye glows because it passes on from Gaster, Papyrus' right eye glows because that also passes from Dr.Gaster. Which is why gaster is the only one that glows 2 different colors, orange and blue. Gaster has been confirmed as the father of the family, so it would make sense. AAAAAAND Paps doesn't know how to use make his eye glow yet, since he has never felt the needed emotions to make it happen, not to mention that they can't glow their eye at will.

In her AU, Handplates, which this is supposedlyΒ part of, skeletons glow with both eyes as a "soothing" effect. When Gaster is cutting the holes in his hands (would give a link but I'm too lazy :3 The name is something like Anesthetics are for babies) his eyes glow red fire, representing pain.
