most people do at least a quick sketch/layout before drawing it digitally, probably because people in general often have more practice with traditional art (pencils especially since they are easy to transport and you only need one to use it) so it does make sense.

I have a head cannon that the Papyrus actually does have some orange-glowing-eye power and that's what he uses to spare the human.
(Papyrus is the only character in the game who can't kill you even if you get hit- it's literally impossible to die to him)
