Hey, remember way back when when I said something was afoot in the Core ?
jazaaboo designed the monster that falls, it's called a Pterofractl! |D It loves math and "inventing" and "solving" math problems, but actually knows nothing about even basic math and generally has no idea what it's doing most of the time. It’s a poor flier because it always gets too caught up in 'calculating' flight vectors and angles and parabolas and such, thus why it didn’t fly itself to safety.
I was originally going to use the mole in the hardhat from the Mettaton Hotel, but when I went and checked it was completely wrong for what I had in mind, so instead I used a really obscure cameo from an old Sierra game I’m willing to bet nobody has played, haha. If any of you recognize him I'll be very surprised.

I never asked; if anyone falling into that pool of...whatever liquid that is, is lost to time and completely forgotten about, then how did they get the pipes of the giant Core into it in the first place?

I like to think it's the magic essence that's being extracted from the liquid and converted to electricity, and monsters are made of magic, right ? If their bodies were converted to electricity and distributed to every house in the Underground, never found out, that may be something like being shattered across space. But for the time part, i have totally no idea.

When you fall in the core, you’re erased from history completely and no one remembers you, you are technically alive but in another plane of existence spread throughout Space and Time. It’s like Schrödinger’s cat. You are both alive and dead, everywhere and nowhere all at the same time.

Why does the monster have soulless head?

the head is a stylized version of the "lost soul" head, a sort of glitchy cloud that covers the face of people who have been erased from the timeline, either by erasing them or by outright erasing the timeline itself. meaning that the Pterofractl has been erased from time, and thus exists outside reality now. notice another character who wears that head?
these heads only appear in-game during the final battle of the true pacifist route, when the entire timeline gets erased and the main cast have been dragged outside reality, no longer remembering anything but their base emotions and dark character traits (undyne only wants to hunt humans, sans is having a mental break down, alphys is wallowing in guilt, etc).
another example of this head is aftertale's genocide sans, who wears it to cover his eye.

I've mentioned this hypothesis before on another comic strip of Zarla's, but it's not exactly a "soulless" head, it's more... Erased. It fell into the core, thus erasing its existence, which is also why its name completely vanished from the staff check-in board. There have been no incidents reported and no one reported missing because... No one remembers them. They were completely erased from history and the minds of anyone that knew they existed.
