Gaster talks a big game about doing this for the good of all monsters and such, but a lot of his experiments are motivated by self-interest or personal curiousity.
This puts that one line from that silly comic from a while back about Papyrus glowing enough for both of them in kind of a sad light, doesn't it? As for why Sans still has a pupil in his dead eye, he can manifest one but he can't see out of it. Sort of like a glass eye.
Papyrus isn't healing him, he's just trying really hard to soothe him. He doesn't know how to heal at this point, he'll learn how to do that later .
This would be set after the escape attempt but they're not directly related to each other, really.

From this, I would assume that Gaster can also glow his eyes. It seems so obvious now, but I had never really thought about it before. Would be kind a cool to see that, but you don't have to.

Yeah, he's quite the loner in Undertale. He has his brother, and he has Toriel (kind of), but he's kind of secretive and aloof. It's be cool if that's related to his glowey eye.

Honestly, though - my head canon was that the font bros. were a lot rougher on one another in UnderFell. Like, to the point of honest meanness and hurting each other's feelings quite often. I don't know, though - I enjoy the art style for the AU, not the story itself. Especially love some Fallen PAPYRUS. Man, that is such a cool new look. First encounter outside of Snowdin:

It happened with me when I was listening to this weird thing (headphone warning!), so I feel you completely.
I oftentimes forget that I have a random variation of an Undertale song playing but I am quickly reminded when I read someone's comment in time with sans' voice grunting in that Drop Pop Candy cover. Or, worse, when there's a disharmony with paper-mario-wiki's lyrical dub of Sans. (ost) .

It's a fictional place.
In the book "Mrs. Frisby and the Rats of NIMH," NIMH is the laboratory to where the rats are taken. The readers never actually see the place: it's the setting of a story the head rat tells Mrs. Frisby (who is a mouse).
At NIMH, a doctor and his two assistants inject the rats with steriods and genetic alternating drugs, causing the rats to be smarter, bigger, and live longer.
So basically, like the Skelebros, the rats are experimented on for no entirely clear reason.
The "NIMH" on Gaster's mug could also be (and I didn't think about this till someone pointed it out) from "The Secrets of NIMH," a movie that I haven't actually seen, but it too involves a mouse protagonist.
