Caren from Fate Hollow Ataraxia.I just watched Strike Witches and I loled at the character design.
Caren poped in mind as memorable character that does not wear skirt or anything.
She is the only about the character who runs around in underwear and act as though there is nothing wrong with it, before StrikeWitches.
