Alright so You all know jewel has that necklace with all the eeveelutions still yes~? ok good this is very important in the plot soon.
Oh and I know it looks bad but trust me it's only a burn effect and not actually burning ALIVE X'D

She didn't do it If you notice the Jewel reacted when she first felt in danger. It changes her to what it thinks is necessary. Since Slyveon can learn Heal bell, it decided healing Axis from the status effect burn would help. It could have changed her to vaporeon, but I have plans for that change later. When she changes she doesn't know how or why.

I see your point, but when you first see someone on fire, your first thought isn't usually, "Better treat the burns."
It's normally reaching for the nearest water source and putting the fire out.
Wouldn't it make more sense to put the fire out first?
