Description
The butterfly themed enemy of Gamer.Monarch used to be a high end entertainment animatronic until she was upgraded with new parts and AI software that made her more selfaware than the programmers thought she would be. Monarch used her plasma wings to escape the "sideshow prison" she was stuck in and go out into the world. Unfortunately she power source was damaged in her escape so she has to absorb massive amounts of electricity to stay functional. This has caused cities to go days without power and run rampant in crime and chaos. This especially has drawn the attention of Gamer who has to stop this energy vampire before she causes the whole world to go dark.

She seems like one of those villains who only has the one appearance and then is either mostly a civilian if she appears again, all she needs is a repaired power supply.

No, I mean, she doesn't strike me as particularly malicious. From the description it sounds like Monarch just wants life and freedom, the same as any other living being. I'd almost say the real villains here would be the programmers who gave her life and kept her going through the motions she was initially programmed with, not recognizing her rights as a sentient being. As I said before, if her power supply was fixed I doubt she'd cause any more trouble.

Yeah she's not truly evil, just trying to survive on a failing power core and unfortunately her method of repowering is putting the whole city at risk.
Well this is the dawn of AI, no one has an idea of how independent some robotic beings can be. They're capable of doing a lot and acting on their own, but no one had any idea that Monarch has a complex system of thoughts.

In works I've done with friends on other websites, we've done stuff that's well past the point of singularity, so I of course immediately sympathized with Monarch and recognized her rights as a person.
