Description
A prototype demolition robot REKR-47 that was controlled by Hugo Stirving through neural connection. When the demonstration of the REKR went wrong, the neural connection caused Hugo to become brain dead but also for the REKR took on a corrupted version of Hugo's brain and is now set on rampaging through anything in front of him.Wrecker is equipped with two projectile wrecking ball hands that can be used to destroy everything and they're also equipped with retracting cables to reel in his hands. His armor is made of a solid foot of titanium and incredibly hard to penetrate or even scratch.

Yeah for the most part. The first wave of villains he faces are prototype robots and drones.

Yeah we just need to think of different kinds of devices like an Anti Gravity generator and stealth camouflager and decide what kind they need to be in order to the best kind of villain

Okay:
There was once this famous female actress and singer. She was very beloved and beautiful. One day, she was captured from off the streets. The men holding her wanted money in return for her freedom. Her manager ordered for the police instead, which was bad. The men, seeing as how they won't get what they wanted, decided to do the next best thing; ruin her. They cut her vocal cords so badly that she would never be able to sing again. The men were arrested, but the damage was done. Her manager, not wanting to give up on her, called in a favor from a shady back alley doctor who used experimental technology. He had him place a sonic emitter into her where her vocal cords once was. This should have allowed her to sing to her fullest ability, and if not even better. The operation was a success, and she was able to talk and sing again. But, her mind was still rushed because of her incident.
The next day, she sung to a huge crowd. But, halfway through the song, she noticed that her singing was putting the entire crowd in a daze, like they were zombies. The emitter was set too high, making her voice almost hypnotic. Whatever she spoke/sung was what they did. This was the way she could have her revenge against those men in jail. A new criminal was born, named Siren.

I like it for the most part. It's actually a good story that does make a lot of sense though I'd like to throw in a version of it as well.
Siren was a rising pop star who got into a car accident due to paparazzi chasing her and her car was wrecked and a sharp part of the car impaled her chest where her vocal cords were. Miraculously she survived this nearly fatal injury but at the cost of her voice and her career was over. A few years later, her former manager returns with an opportunity for her to get her voice and fame back. He's got a buddy who is working in a military prosthetic project for wounded soldiers and one of the experiments is for soldiers with chest injuries that lose their voices. Siren gets snuck into the experiment and her managers buddy develops an obsession of with her and takes her device and goes against standard procedure to add in machinery not approved by his superiors. This results in Siren's "neck cast" voice emitter becoming into a sonic emitter capable finding the right frequencies to hypnotize people and can even send out a sonic pulse that disintegrates anything when hit by it when the breaking frequency is reached, like how an opera singer can break a glass by singing at a high frequency.

I can imagine literally a couple of schemes that could ensue with this:
-She tries to broadcast her voice around the world to control the world
-She tries to amplify her voice so its more powerful
-Classical villain team up

Sounds like some awesome plans. (I especially like the first one because The Music Meister did that in one of my favorite episodes in Batman Brave and the Bold.)

Well, she's a singer/actress, and she's beloved by many. And I imagined her with a nice hourglass figure and long hair. She needs a flowing dress as well

Some of that I agree with but the dress seems kinda off for a villain like her. I was thinking of a costume like Dagger from the duo Cloak and Dagger.
