All those brushes, inspite of the speckled one, are part of Photoshop's standard set and so easy to find for everyone. For the speckled brush, however, there is another tutorial which can be looked up at my personal website in the tutorials und publications section.

Are you using the same brush setting for other painting or only for this kind of hairstyle?

I am usually always using the same brush settings for the hairstyles... I am not that kinda person who gets lost in too many settings.

Not too long after i got my first wacom, this was one of the tut's i read for painting hair.
so far, i think this is the one i follow mostly
