It's not called Spackled brush in Photoshop.
For making hair you CAN (that means you don't have to) use a brush that looks like the spackled brush I have shown.
I think such brush can also be found on google or DeviantART when you search for custom brushes...

It's exactly the same hair from the original painting, that's how I do it, sorry to disappoint you

Whenever I do get to it (working on traditional art and swore not to touch adobe for awhile) and I have a result I'll post it up.
