some wacom tablets (or maybe all, im not sure) come with Photoshop elements. it doesnt have all the same parts of the full Photoshop but it has most of it

Yeah probably. Not sure if you'll have any use of screencaps though, but as long as you understand the gist of the process, you can probably come up with similar things in GIMP
