Hehehe... Yeah, I let this one wait a little too long.After several requests I up and managed to compile a tutorial on how to make stuff glow on Photoshop. Its an easy effect but hard for me to explain because...
Well, I do things impulsively and it was hard to explain everything I did. I hope its comprehensive though!! Feel free to use it, and feel free to ask questions and/or make suggestions! I hope it helps!

Hmm well the color is chosen in the window you open, not on the sidebar. Maybe you didn't realize? Otherwise, I can't explain why the glow would be yellow... what version of photoshop are you using?

If you could add how to make lighting like glow sticks then you could make something like this for part two. [link]
I from what I have learned is the glow stick lighting is close to being like a negitive, and you can get that from blend set on copper, and invert it. I did Rave the hard way and drew it in photoshop after looking at the movie Pitch Black with the light tubes. I think this would help in doing neon lighting.

Neon lighting is all about just taking a vibrant, neon color as base, and a more saturated glow color and then fiddling around with the settings. Its kinda hard to explain now. But I have made glowsticks with this method.

I just tried that, and didn't look very good, but I just tried Inner Glow with a brighter color, and it looked great.
