To start this off, The piece itself is very well made and the hair especially stands out on how smooth and nicely colored it is. (And that Luka is also one of my favorites, and that I also love the song Dream!)
The piece is pretty well made with only a couple of minor issues.
I believe as AnimeStyleDrawer already said, the mouth is a bit too high in the face. I would suggest checking out LauraHollingsworth's tutorial (even though it's meant for eyes, it can help with the nose and mouth as well) Eye Tutorial at 3/4 View and Profile
The legs and hands are the next things I would like to talk about, on the arm that we can see the actual arm itself are a bit too long and the hand is a bit squished (Or small) on the leg. I would try taking photos of yourself (Or online) which can help get a better idea of where the arm goes (The upper portion of the arm would be shorter.)
The second thing I would like to talk about would be the legs, the one leg that is down is a lot bigger than the one that's raised. The one that is raised has a very slim thigh that almost is the size of the lower leg while the one down has a much bigger thigh and the knee is much bigger (I assume that's because it's on the edge of the artwork, which probably makes it harder to tell.) So I would suggest using maybe some guidelines or measuring it out if needed.
I would also recommend this tutorial (Theres a lot, so it might even be useful for other things) by Nsio Nsio explains: Understanding Proportions .
Honestly, these small things don't really take away from the piece and are pretty hard to notice. I also love what you did with the background and the dot-like shading in the piece, it really makes it look really nice!

Overall, this piece looks great! All the effects are spot on, and the girl looks proportionally correct. I particularly like the comic book style shading you gave the character! Upon closer inspection, however, I see some slight mistakes. These are just very small, but I’m giving you what I see anyway. For me, the mouth is just a slight bit too high up on the face, and the right hand looks slightly squished. Other than that, great work!
