Yah obeying a preset program with only the letter of the law would be lawful neutral. Even if the law means kill any humans and put the rest into concentration camps to harvest their skin and flesh.

While the terminators themselves may technically be neutral, SkyNet is self-aware, and certainly capable of moral choices. SkyNet is definitely neutral evil, as far as humans are concerned, anyway.

I actually think a Terminator would be True Neutral, because they only do what they are ordered to do. They are not lawful or chaotic--they are not good or evil.
