Oooo they're fairly easy, they just take a while.
I use a program called GIMP www.gimp.org/
I draw the frames in Paint Tool SAI (my favored art program, you can draw hem in any program you choose or even in GIMP itself)
then I copy/paste each lovely lil frame into GIMP as a new layer.
Once they're all ripe and ready-2-fight,
you right click them, and the little task bar comes up where you go down to where it says "Animation"
hover your lovely lil cursor over ANIMATION and it'll say Playback
a new window opens of just the picture itself, and when you hit the PLAY BUTTON, IT PLAYS ALL THE LAYERS IN A ROW LIKE A MOVIE O3O
so your animation frames show and THUS, ANIMATION
then you gotta export it and all that smooth jazzy stuff~
...
you can also use GIF makers online but....I MAKE MINE HOME-MADE, FRESHLY SQUEEZED
