Why aren’t rock and ice resistant to cosmic? Surely the fact that these both travel through space as meteorites etc they would be able to withstand cosmic forces better than most?

Think I stopped at 5 types resisting it so it's not too crappy to use for coverage.

But Rock resisting Cosmic is a great idea!
I can totally see cosmic type energy rays not doing much to Rock-types  compared to regular PKMN. And Rock is in need of any resistances it can get.
Not as sure about Ice though (except for it needing resistances lol)

I always first make a distinction between a types offensive and defensive side.

For example, when thinking of a types offensive side, it often makes sense to reduce it to the raw element as you imagine typical moves of that type to be (like literal rocks, literal fire etc.).

For the defensive side, I feel like it's not good enough to just imagine the raw element being attacked. I try to imagine a typical creature that would be of the type, and then trying to think of what kind of protection that would give it. So a Water type PKMN wouldn't be literal water, but a creature with a fatty skin, possibly covered by a protective film. This is easy for the types you can make literal armor out of (Steel, Ice..) but harder for types that are more elemental.

The other thing is, I don't see weaknesseses as extremes. Like, instead of "Water extinguishes fire", I think of it as "Fire type creatures would get hurt worse by Water moves than neutral types". The key is that in the sentence the Water move is something harmful, and the weakness/resistance merely affects the degree of the harm.

Anyhow, for the Cosmic type... I imagine a typical Cosmic type as an alien creature (alien in the sense of it being strange, not normal.. but not abnormal like Ghosts who are more ethereal creatures. I'm thinking of a fully physical creature that is just different biologically). I perhaps also imagine that creature to be able to survive in extremes of space, in a vacuum, extreme cold as well as really enegertic temperatures, and not minding all sorts of radiation as much as earthly creatures.

Resistances feel the easiest to work out when you have a good idea for the typical creature, so I'll start with those:
Cosmic resists Fire, Wind and Ice for being used to extremes..
It resists Normal similar to Rock and Steel resisting it, it's just overall a tougher life-form.. which also makes it resist Sound (also, electromagnetic signals are its prefered form of communication, while sound is irrelevant to their existence most of the time and they don't even have ways of picking it up).
Since Flying is all about strategically using advantage of opponents who are stuck on the ground, Cosmic is known for defying gravity by means of levitation or manipulation of gravity itself, so that's kind of superior to the effort Flying types have to make, hence they are in a way "above" Flying types just like Flying types are "above" other types.
As for resisting Dark.. I just felt like cheap tricks wouldn't work on creatures from other worlds with different perceptions of their surroundings. Like, a Dark type can trick a regular enemy visually, but they don't know what senses Cosmic types rely on.

Now for its weaknesses:
Poison due to Cosmic types not having immune systems adapted to earth. Meaning when their health gets compromised by harmful substances, it has more severe consequences.
Ghost and Dragon are weaknesses for similar reasons. Cosmic types being strange creatures from other worlds and outer space, at glance seem extraordinary compared to regular lifeforms like plants and reptiles. So the secret weapons earth could rely on to fight a cosmic threat, would be...other extraordinary creatures. Ghosts because they're can phase through physical matter, and Dragons because of their fantastical and legendary powers (Draco Meteor comes to mind).

In terms of offense, Cosmic makes me think of gravity manipulation, light manipulation, radiation in general (cosmic rays and lasers), as well as relying on celestial powers like the stars or the moon as an elemental source.

It's superiority over the Flying type comes into play on this side as well, as Flying types are easy victims for Cosmic moves.
Dark types are just screwed, as they don't know how to properly hide from Cosmic types, as those can detect and target them when they think they're safe.
I'm not sure how to justify Fairy being weak to Cosmic tbh. I mostly like the idea of a weakness triangle between Fairy/Dragon/Cosmic.
But I would put Fairies in the same case as Dark. They might be the completel opposite by being pure and good-hearted, but they also like to hide by seemingly magical means, and Cosmic sees them as kids performing magic tricks.

As for the types that resist Cosmic moves:
Bugs are sort of alien, having strange eyes and weird exoskeletons, thriving in environments where other life perishes, have invasive tendencies and are sort of parasitic.
Psychics are the mentally superior creatures and can often predict the future to some degree, so they are more prepared to deal with strange things.
Electric laughs at the whole laser/light manipulation aspect, as it itself uses raw electricity and manipulation of electromagnetism as a means of attack and defense, so a lot of Cosmic moves don't affect them much.
Ground and Rock are sturdy and shielded from most of the Cosmic attacks simply on a material basis. I guess I'd have to then say why Steel doesn't resist Cosmic... and that's because strange metals are sort of a trope with aliens I suppose xD
And yeah, Dragons. They're legendary..for all we know, the radiation would just make them grow more heads and become a bigger threat lol
