It is.


Adrasil and I discussed if the TOS Enterprise had as many phaser banks as Timo says or as others presume. Adrasil's point is that we only see two phasers come out of the ventral saucer, and we can't see them when they are not being fired. Other (non-canon) ships, smaller than the Constitution, had phasers at several points around the dorsal and ventral saucers and, of course, so does the TMP Enterprise.


So how do we give the TOS Enterprise all the phasers a heavy cruiser absolutely must have without changing the hull form unnecessarily? Timo describes surface-emplaced phasers specifically on the TMP Enterprise, suggesting retractable mounts before that, so that's what we did. When the Connies get the phasers to replace the lasers, it was decided to make them retractable, to make the ship seem less offensive, while retaining all the capability of a heavy cruiser. Hence the small phaser-sized panels.


Tomorrow's Victory subclass, a ship built for TacFleet, steps away from that with phasers fully visible on the hull surfaces.
