Finished!
Took a long time, but worth the results. Done with prismacolor pencils and graphite

Anyone who is familiar with the original picture will see that the color scheme of the background is cooler; that is intentional, I added grey to basically all of it so Arwen would especially stand out.
Hardest part of the whole picture? The frakking floor, at least drawing it. Coloring wise, probably the face, to get all those tones. The bg was not bad at all, surprisingly.

I faved this cause of hard work, details colouring and shadows (especialy on her body)
BUT, (you wanted a critique and I wont be squeeling around saying WOW) Yes, indeed, this work is great, but you should take big attention to the perspective, and if you're copying / redrawing the photo, scene, that is usually confuses artists eye, and he put less him into drawing. So, you should learn some tehniques to imrpoove your skills of choosing elements and make them sharp and blur not in their own position, but in the whole view, I guess you noticed that there is no focusing at all, just Arven is done with more saturated colors. I guess you see that view from her window and can simply say which one is more far away - the other roof, the column in her room or even the table. Her bed actually has the same problem. But the most focusing you had to put on the ground, it seems like the ground is going to "stand". So the problem, YES, The Problem can be fixed by your understanding and aknowledge how to put colours. Those which are far you should do so sensitive, so blur that you could feel the distance, and those which are near - those are brightest and you should put a big contrast. I knoow what with colours it hard to do, cause with grey pancil all mistakes are better seen. So for better noticing what you've done wrong - just desaturate whole view and you'll see. I think there are very few people who would comment what you've done wrong or good and how you can fix mistakes, cause all comments are usually - "oh no, this is not awesome", or "Wow, This is stuning!" which can nothing to do with helping or going better. I almost didn't leave a comment on this as I just knew I would find myself struggling for words.
This piece is absolutely outstanding. It shows your talent as an artist so well, the detail you put into not only her surroundings but Arwen herself is terrific! You were right in saying that you thought she would stand out more. her dress looks incredibly vibrant and I think you've done a fantastic job with showing the detail and the folds in her sleeves.

About skill/talent/etc: A lot of it is very much learning and practice. If you are truly interested in pushing yourself to your artistic limits, take classes, read books and tutorials on lighting, color theory, anatomy, composition, and all that fun stuff, and practice-practice-practice as often as you can. I carry a small sketchbook basically wherever I go.

Best way I can describe it is, pardon my French, "a shitload of layering". I also tended to press rather hard on the paper... there are others who only do it very lightly, and color with a repetitive circular motion, lightly layering colors on top of one another when needed. I'm not sure if I have the patience to do that, but if you do, it looks great.
