Do they ever list a reason that Leangle never had a Jack Form in the show? Was it just because they only had two Rouse Absorbers to pass around and Garren and Blade were already using them?

You also have to remember that Blade used his Jack form only a few times before upgrading to King. Garren got more mileage out of his due to not getting a King form.
Honestly, Jack form felt kind of shoved in, as a means to an end for King form.
I'd probably go with the budgeting reason, since he'd hardly get an opportunity to show it off with only two Rouse Absorbers. Which is kind of a shame, since he ended up getting smacked around a lot as the show reached its final act.
