It should, yes. As I see you have the burn tool there (the hand that looks like it's pinching) and if you click on that tiny arrow in the corner of it the dodge tool should be there.
And of course all photoshops have the soft brushes, so yes, it should be the same.

XDD Glows used to be so hard for me! They'd look horrendously sloppy beyond reason and.... not glow-like. <8O
