I looked at the results for that tutorial poll I held ages ago, and I know that "Facial Expressions" ranked no.1....but I also said that the tutorial which came second would be made too. Glow effects came second, so here it is. It's just that the facial expressions one is taking a bit long to do, but I'll have it up as soon as it's done...Hope some of you benefit from this, haha. It's my first tutorial so ....yeah.
Don't forget to post me a link showing me what you create using this tutorial, because I'd love to see what you make! ^^ (That's not mandatory though, haha).
I'm gonna...go eat dinner now.

i got it until step 3 what did you change to 70% and is this for the light section or for the whole bubble

I changed the brush opacity to 70%. The slider for the opacity is next to the mode menu (at the top of the screen) where you can select colour dodge (on the version of photoshop elements I have, anyway).

Have you ever considered a water droplet tutorial, or bubble one, because the water drops you have done in this are amazing.
