Umbrella's will vary This is a very small wing! It ended up being 8 inches tall when folded up, and outstretched is 13 inches across.

Awesome! Now I'm gonna try this for my demon EGL that I'm working on! Thankfully, I have a bunch of dpare fabric that I can use as well as almost all the supplies (except 2 things) but I have everything else to get it to work! ^_^

Well, so far I finished putting the skeleton together with a few mods but it still needs the fabric and the pulley system for the articulation of the wings and thankfully I borrowed the tools I was missing to do this from a friend. I'm actually using a youtube video for only one part of their huge dragon wings made of PVC pipes so but most of the construction is off your tutorial.
I've shown it to my friends and they like the idea since we're cosplayers and prices on cosplay materials are exspensive so they thought this was really smart. They also said that before they try it, they want to see my completed product before they even try this method out.
Because of the modifications I'm making to semi articulate the wings, it's actually has a few design changes in the skeleton prep/building and the pulley system is giving me a slight run for my money at the moment because the way I want to do this is elluding me for the time being since I can eithe make it with thin strips of elastic, use thin satin ribbon, fishing line, or a bit of plastic-coated jewelry cord. There are many ways and I can easily figure them out after a few trial and error tests.

That's great! I'm really interested to see how it comes out. Hopefully you can figure out the articulation. Figuring out that kind of thing always uses every ounce of brain power I have. XD

The only thing I need to figure out is how to make it articulated when worn and I've never actually made a pair of wings like this before. All articulated wing tutorials I've found aren't helping with the mechanics on the wings. That's the one problem I have.

Actually, yes and be able to close as well when I need them to be so they don't get damaged in a crowd. :3 Pairing those with my EGL outfit, the horns I'm crafting, and the decorative claws that my friend (who's an apprentice blacksmith) will be crafting will be really awesome!
Once I can get a photoshoot of the completed cosplay, I'll send you a link so that you can have credit for the tutorial you made. I don't like leaving people out of it like others that do that. >w< Thankfully, I have two friends that are photographers and I go to one particular con with one of them every year. So if I go this year and have it completed, you'll be given credit because of the wings. ^_^
Still have to figure out the mechanics on making them open and close but that's where experimenting, other cosplayers, and the internet is for! xD

Actually, long before I made this wing design I made a different one out of a umbrella that, I think, does just what your after. I used the mechanism that was already in place on the umbrella to open and close the wings.

The arms are unfurled by the up and down motion of the piece in my hand and locks in place once open like an umbrella would. This design is less appealing and very fidgety, but if you would rather try it instead of the first tutorial, I can try to show you how.

I did a test on one wing and the easiest way I can think of to attach it is by sewing it on. What I did was stretched my fabric over to opening of a box and cut a large hole in the side for my hand. Then I placed the armature on top of the fabric, fully outstretched, and sewed the fabric around the metal figures as you can see here sta.sh/011htd2imkko I added small drops of super-glue along the metal to stop the fabric from simply sliding up the arm once cut from the box.
My concern with doing it this way is that you are left with a bit of overhang around the edges of the armature. I was thinking what you could do it leave enough excess when you cut it out to fold over the metal frame and glue or sew down to hide the mess of the initial sewing.
